What needs OCR means
Why scanned or image-only packs can fail extraction and what to do before retrying.
What the state means
Needs OCR means the file did not expose enough machine-readable text for reliable extraction. Common causes are scanned PDFs, photographed pages, flattened appendices, password protection, or documents exported as images.
TenderReader does not promise automatic OCR in the current workflow. It fails safely rather than pretending to read text it cannot see.
How to fix it
Run OCR in your PDF tool, ask the buyer for a text-readable copy, or upload the original DOCX/XLSX schedules when available.
Keep drawings and scanned annexes for manual review. Use TenderReader for the text-readable files and check the source pack before making a bid/no-bid decision.
